Virginia licenses at $1,000. Any contract over that takes a license from the Board for Contractors, and the class sets the ceiling. Class C runs up to $30,000 a contract, Class B from $30,000 to $150,000, and Class A above that, with one, three, and five years of experience behind them, pre-license education, an exam for the two upper classes, and a financial statement or a bond. Roofing is a specialty designation on the license, and a roofer who works the whole state carries it with the class that fits the biggest job of the year.

The roofing contract is about to change. A law taking effect on January 1, 2027 will make it a violation of the Consumer Protection Act for a roofer to pay, waive, or rebate any part of a deductible, or to offer a rebate, a gift, or a credit for the chance to inspect a roof or file a claim. Every solicitation will have to say that the homeowner owes the deductible, every contract will need a good faith itemized estimate before work starts and a notice of the rules, and the signature page will carry a bold warning to check coverage with the insurer first. A homeowner who does not get the notice can void the contract within ten days. The same day, insurers lose the right to refuse or cancel a policy solely because of a roof's age. Until then the home solicitation law's three business days to cancel any sale made in the home is the rule that applies.

Isabel is still the costliest disaster in Virginia's history. It came through on September 18 and 19, 2003, killed 36 people, did $1.6 billion in damage, and damaged or destroyed more than 10,400 homes and businesses. The derecho of June 29, 2012 put 70 mile an hour gusts across Northern Virginia at half past ten at night, killed 13, and caused the largest outage in the state's history that a hurricane did not. Helene took 140 structures in Damascus in 2024, and Richmond and Northern Virginia get hail most springs.

The 2021 Uniform Statewide Building Code has been in force since January 2024, and every locality's building department enforces it. The growth has moved south. Chesterfield County added 32,000 people in four years, the four fastest-growing counties in the state ring Richmond, and Loudoun and Fairfax have stopped growing. The volume is in Midlothian, Glen Allen, and Mechanicsville, in Stafford and Spotsylvania, and in Chesapeake and Suffolk, and the roofs on the 1990s and 2000s houses in all of them are aging out at once.
