Florida licenses by trade, not by dollar. A roofer here holds a roofing contractor license from the state, certified for the whole state or registered for one county, and getting it takes a business and finance exam, a trade exam, four years of experience or schooling, and proof of insurance. Florida treats unlicensed contracting as a crime, and after a hurricane the state goes looking for it.

The rules around the claim are the strictest in the country. A contractor may not advertise in any way that encourages a homeowner to make a roof claim, and may not offer a rebate, a gift card, cash, a coupon, a deductible waiver, or anything else of value for the chance to inspect a roof or file a claim. Every roof contract has to carry a notice saying so, and a homeowner who does not get it can void the contract within ten days. Paying or waiving a deductible is a third-degree felony. The homeowner also has three business days to cancel any sale made in the home.

Two insurance laws changed the estimate. Since 2022 the old rule that a roof more than 25 percent damaged had to be replaced entirely no longer applies to a roof built to the 2007 code or later, so a repair can be a repair. And an insurer may not refuse to write or renew a policy solely because a roof is 15 years old or more if an inspection shows five years of useful life left. A roofer who knows both rules writes a different estimate than one who does not.

The storms are the business. Ian came ashore in southwest Florida on September 28, 2022 at 150 miles an hour, the costliest hurricane in the state's history at about $110 billion, with more than 52,000 homes and buildings hit. Helene put a surge of more than 15 feet on the Big Bend on September 26, 2024, and Milton came ashore at Siesta Key thirteen days later with 120 mile an hour winds and 126 tornado warnings in a day.
