Colorado has no state license for roofers, so the cities do it, and each one does it differently. Denver wants a supervisor certificate and a contractor license, with no exam. Aurora wants the ICC roofing exam. Colorado Springs and El Paso County license through the Pikes Peak Regional Building Department, exam included. A roofer who works the whole Front Range carries a stack of licenses and renews them on a stack of dates.
What the state does regulate is the contract. Since 2012 a residential roofing contract in Colorado has to be in writing. It has to carry a 72-hour right to cancel with a full refund of the deposit, and it has to state that the roofer will not pay, waive, or rebate any part of the insurance deductible. If the insurer denies the claim in whole or in part, the homeowner gets another 72 hours after the written notice to cancel and get their money back. A homeowner or an insurer can take a roofer to court over it.
Hail is the business. The storm that crossed the west side of Denver on May 8, 2017 did $2.3 billion in insured damage, the costliest disaster in state history, with more than 100,000 homeowner claims behind it. Colorado Springs gets hit most summers too. Class 4 impact-resistant shingles have a real market here because insurers discount for them, and the roofer who explains the discount is the one who sells the upgrade.
A mile of altitude changes the rest. The sun is harder on shingles up here, and the wind that comes down off the foothills tears at them all winter. The wildfire code that took effect statewide in July 2026 sets material classes for new houses and additions in mapped areas, and a roofer bidding in the foothills needs to know which class the house is in.
