Roofing Contractor Software in Delaware

Delaware has no contractor license, and it has no statewide building code either. What the state asks of a roofer is a business license from the Division of Revenue, $75 a year, renewed every December. A roofer from Maryland, Pennsylvania, or New Jersey, and a lot of them cross the line, needs a non-resident contractor license and a bond of six percent of any contract over $20,000. The counties and the incorporated towns issue the permits, and three counties means three sets of rules. Sussex has used the 2021 residential code since May 2022, and Kent and New Castle are still on the 2018 code with their own amendments.

The contract runs on the home solicitation law. A roof sold at the kitchen table can be canceled within three business days, and the only way around that window is a homeowner's own handwritten note that the work is an emergency and the right is waived. Delaware has no roofing-specific claim law and no deductible statute, so a roof on a hail or wind claim runs on the general rules, and a roofer who works both sides of the Maryland line keeps two sets of paperwork.

Water is the disaster here. The remnants of Ida dropped up to eight inches of rain on the Brandywine in a few hours on September 1 and 2, 2021, sent the creek through Wilmington at 33,700 cubic feet a second, a record that had stood since Agnes in 1972, and flooded a 15 to 20 block stretch of the city. Sandy came ashore just northeast of Sussex County on October 29, 2012 and stripped the dunes from Bethany Beach to Dewey. The nor'easter of October 2025 put moderate to major tidal flooding on the Sussex bays for days. Between them the wind comes across the bay every winter and works at every loose shingle.

The growth is in Sussex County, which grew 29 percent between 2010 and 2022 on retirees from three states, and in Middletown, which has grown from 6,600 people in 2000 to more than 25,000. Millsboro, Lewes, Milton, and Middletown are the volume, the older stock is in Wilmington, Newark, and Dover, and the salt air on the beaches shortens the life of every fastener on a roof.
