Connecticut registers every home improvement contractor, and the line is $200. Any single contract over that, or more than $1,000 of work in a year, takes a registration from the Department of Consumer Protection. The registration comes with $20,000 in liability coverage behind it and the registration number on every contract. Every registered contractor pays $100 a year into the Home Improvement Guaranty Fund, which pays a homeowner up to $25,000 on a judgment a contractor does not satisfy. A contractor whose account the fund has paid on does not work again until the fund is repaid.

The contract is written to the state's form. It carries four dates: the day it is signed, the day the work starts, the day it is due, and the last day the homeowner can cancel. That last day is three business days after signing, Saturdays included. The notice of that right is attached in duplicate. Work done inside the three days is done at the roofer's risk. The homeowner owes nothing for it and can demand the property be put back the way it was. Connecticut has no deductible statute of its own, so a roof on a claim runs on the general fraud and unfair trade practice laws. A roofer who advertises a free deductible has invited both.

The storms come from the water and the sky. Sandy came ashore on October 29, 2012 and damaged about 3,000 Connecticut homes for $360 million, with the worst of it in Milford, East Haven, Norwalk, and Old Saybrook. Irene hit as a strong tropical storm on August 28, 2011 and left a record 800,000 customers without power.
