Alabama licenses roofing lower than any state around it. The Home Builders Licensure Board licenses residential construction and remodeling over $10,000, and roofing has its own line. Any residential roofing job over $2,500 takes a roofers license with a $10,000 surety bond behind it. It renews every year. A contractor with a local business license can hold a limited home builder license without an exam. That contractor still has to add the roofers license to touch a roof. A roofer doing a $3,000 repair is licensed, bonded, and on the board's list.

The contract carries two cancellation windows. Alabama requires a roof repair contract on an insurance claim to carry a notice of cancellation, and the homeowner may cancel within five business days after the insurer says in writing that any part of the claim is not covered. The state's home solicitation law adds three business days to cancel any sale made in the home, which is where most roofs are sold. A contract without both notices is a problem on the day the adjuster says no.

Alabama is the most FORTIFIED state in the country, with more than 51,000 designated homes, most of them in Baldwin and Mobile counties. The Strengthen Alabama Homes program pays grants of up to $10,000 toward a FORTIFIED roof. It started in Mobile and Baldwin and now reaches Escambia, Jefferson, and Tuscaloosa counties. State law requires insurers to discount the wind portion of the premium for a designated home. Sally came ashore at Gulf Shores on September 16, 2020 at 105 miles an hour, moving under five miles an hour, and dropped 15 to 30 inches of rain on Baldwin County. The Department of Insurance found the FORTIFIED homes held up better. A roofer who can build to the standard and get the certificate sells the grant.

Tornadoes are the other business. On April 27, 2011, 122 tornadoes crossed six states in one day, and the EF4 that went through Tuscaloosa at 190 miles an hour killed 53 people there. It destroyed 12 percent of the city. Nearly 14,000 homes were destroyed or left uninhabitable. The volume now is in Huntsville, Madison, and Athens, in Hoover and Trussville outside Birmingham, and in Fairhope, Daphne, and Foley across the bay from Mobile. Heat and humidity shorten the life of every shingle on them.
