Arkansas licenses by the dollar. Any work on a house that costs more than $2,000, labor and materials together, takes a license and a bond from the Contractors Licensing Board, with a business and law test behind it. Roofers got their own lane on January 1, 2022. A residential roofer now registers with the board's Residential Committee instead of holding a home improvement license, with a $20 fee, a $15,000 surety bond, and proof of workers' comp coverage. The paperwork is cheap and the bond is real.

The storm law is about the right to cancel. Before a residential contractor signs a repair contract that will be paid from a property insurance claim, it has to hand the homeowner a notice in ten-point bold type. The homeowner can cancel within three business days after the insurer says in writing that all or part of the claim is not covered, and any money paid comes back within ten business days, less emergency work already done, like tarping a roof. A contract without the notice is a problem on the day the adjuster says no.

The storms are the business. On March 31, 2023 an EF3 tornado with winds near 165 miles an hour crossed west Little Rock and damaged or destroyed about 2,100 homes, with Walnut Valley hit hardest. On January 26, 2009 an ice storm put an inch or two of ice on northwest Arkansas, left more than 100,000 people there without power and 300,000 homes statewide, and brought trees down onto roofs across Washington, Benton, Madison, and Carroll counties.

The growth is in northwest Arkansas, where Bentonville, Rogers, Springdale, and Fayetteville have been adding subdivisions for twenty years and the first shingles are aging out. Little Rock, Conway, Benton, and Bryant are the other half of the market, with Fort Smith and Jonesboro behind them. Heat and humidity shorten the life of a shingle here, and algae-resistant shingles sell because the streaks show up in five years on a north slope.
