Vermont started registering residential contractors on April 1, 2023, and the line is $10,000. Any residential job at that or above, labor and materials together, takes a registration with the Office of Professional Regulation. It also takes $1 million per occurrence in liability coverage, with $2 million in the aggregate. Below the line the state asks nothing, and a lot of repair work lives under it. Above it, the contract is written to the statute. Before any deposit changes hands or any work starts, the roofer and the homeowner sign a contract. It states the price as a maximum, or as time and materials with a cap, or as time and materials with no cap and says so. It also states the estimated start and finish dates, the scope of the work and the materials, and how a change order gets approved and written down.

A roof sold at the kitchen table also carries the home solicitation law's three business days to cancel, in ten-point bold type. The seller has to say it out loud as well as print it. Vermont has no deductible statute of its own, so a roof on a claim runs on the general insurance fraud and consumer protection laws.

Water is the disaster here, and it has come three summers running. From July 9 to 12, 2023, three to nine inches of rain fell in 48 hours. The Winooski River at Montpelier crested at 21.35 feet on July 11, more than two feet above Irene and second only to the great flood of 1927. The damage passed $600 million. The remnants of Beryl brought three to five inches on July 10 and 11, 2024, and the Northeast Kingdom flooded again on July 30. Irene itself, on August 28, 2011, put 11 inches on the Upper Valley and damaged 3,500 homes, 200 bridges, and 2,400 stretches of road. Between floods, the snow loads on a roof in Stowe or Killington are a different design problem from anything in Burlington.

Vermont has no statewide residential building code for a single-family house, only the residential energy standards. Whether anyone inspects a roof depends on whether the town has a building department, which Burlington and Montpelier do and most towns do not. The housing stock is old, with a median build year of 1974 and more than a quarter of it from before 1939, so the work is replacement. The growth is in Chittenden County, in South Burlington, Essex, Williston, and Colchester, where nearly nine of every ten new Vermonters between 2020 and 2025 were expected to land.
