South Carolina licenses low and registers lower. A residential builder license from the Residential Builders Commission covers any home job over $5,000, with an exam, a year of supervised experience, and a bond behind it. Roofing is a registered specialty trade under the same commission, and the line for that is $500, so every real roofing job in the state is done by a registered contractor. The registration takes no exam. It takes a name on the commission's list that a homeowner can check.
The roofing contract law is one of the clearest in the country. When a roof is being paid from an insurance claim, the contract has to carry a notice in ten-point bold type that the homeowner may cancel at any time before midnight of the fifth business day after the insurer says in writing that all or part of the claim is not covered. The roofer may not require any payment until that window closes, except for documented emergency work. A roofer may not advertise or promise to pay or rebate any part of the deductible, and a discount for a yard sign counts as a rebate. Breaking it is a misdemeanor and grounds to lose the license. The home solicitation law adds three business days to cancel any sale made in the home.
The storms come from both directions. Helene crossed the Upstate on September 27, 2024 and killed 49 people in South Carolina, most of them in Aiken, Spartanburg, and Greenville counties, and put a tree in nearly every yard.
