Oklahoma registers every roofer with the Construction Industries Board. The Roofing Contractor Registration Act covers anyone who does or offers roofing work in the state. Registering means proof of at least $500,000 in general liability insurance for residential work and $1 million for commercial, plus workers' comp coverage or a filed exemption. Commercial work takes an endorsement with a trade exam and a business and law exam behind it. Everything renews every year. Working without the registration is a misdemeanor with a fine up to $500, and the board keeps a public list a careful homeowner can check.

The deductible rule is newer and has teeth. Since November 2022 a roofer being paid from an insurance claim cannot advertise or promise to pay any part of the deductible, and cannot compensate the homeowner for providing any service, which is the yard sign trick written into law. A roofer who breaks it hands the insurer a reason to ignore the estimate entirely. Every roofer has to give the homeowner written notice of the rule with the first estimate, and the adjuster gives the same notice with theirs.

The storms are the business. Oklahoma City and Tulsa sit in one of the most hail-prone corridors in the country, and the same sky brings tornadoes and straight-line wind that lift shingles all spring.
