Mississippi licenses roofing by the dollar. A residential roofing or remodeling job over $10,000 takes a residential remodeler license from the State Board of Contractors, with a business and law exam and a trade exam behind it. New residential construction takes the builder license above $50,000. The state asks for no bond, though some cities and counties do.
The storm law has teeth, and it got sharper on July 1, 2024. Under the Insurance Benefits Roofing Repair Consumer Protection Act a roofer may not advertise or offer to pay or rebate any part of the deductible. It may not represent the homeowner or negotiate the claim either. The homeowner can cancel within five business days after the insurer says in writing that all or part of the claim is not covered. The roofer may not ask for any payment until that window closes, and work started before it closes cannot be billed beyond what the insurer approved.
The storms are the business. On March 24, 2023 an EF4 tornado with winds near 195 miles an hour went through Rolling Fork, killed 21 people in Mississippi, and took the homes of about a third of the town. Katrina in August 2005 put a surge of up to 28 feet on the coast and damaged or destroyed about 158,000 houses in the three shoreline counties. The state's newest answer is the Strengthen Mississippi Homes Act, in force since July 1, 2026, with grants of up to $10,000 toward a FORTIFIED roof. The grants are drawn by lottery and paid to the roofer when the certificate comes through.
Mississippi has no mandatory statewide residential code, and nearly half its counties have never adopted one, so a re-roof in one county is inspected and the same job in the next is not. The five coastal counties are the exception. Since 2006 Hancock, Harrison, Jackson, Pearl River, and Stone have had to enforce wind and flood codes, and they cannot opt out. The volume is in Madison, Brandon, and Flowood outside Jackson, in Southaven and Olive Branch below Memphis, and on the coast from Gulfport to Ocean Springs. Heat and humidity shorten the life of every shingle on them.
