Massachusetts asks a roofer for two pieces of paper, and they are not interchangeable. The first is a Construction Supervisor License, which is what lets a contractor pull a building permit on a one or two family house. Roofing has its own specialty version of it. The second is the Home Improvement Contractor registration, required for any job over $1,000 on an owner-occupied home of one to four units. It takes a $150 fee and a payment into the Guaranty Fund that runs from $100 to $500 a year, depending on how many people the company employs. The fund pays a homeowner up to $25,000 on a judgment a contractor does not satisfy.

The contract is where the registration law bites. Any job of $1,000 or more needs a written contract with the required terms and a clear notice of the homeowner's three-day right to cancel. The deposit may not exceed one third of the contract price, or the actual cost of any special order materials that have to be ordered before work starts, whichever is more. A roofer who takes half down on a $25,000 roof has broken the law before the first shingle comes off. Massachusetts has no deductible statute of its own, so a roof on a claim runs on the general fraud and consumer protection laws.

Snow is the business. The winter of 2015 put more than 110 inches on Boston, an all-time record, with 64.8 inches in February alone. The ice dams that followed put water through ceilings on every street in the state. The nor'easter of January 4, 2018 pushed the Boston tide gauge to 9.66 feet, the highest ever recorded, and sent the National Guard to Plum Island. Microbursts took roofs in Beverly and Belchertown in July 2025, and a macroburst ran three miles through West Springfield in August 2026 at 60 to 70 miles an hour.

The tenth edition of the State Building Code, built on the 2021 codes, has applied statewide since October 11, 2024, and every town's inspector enforces it. The housing stock is the second oldest in the country, with a median home age of 59 years, so the work is replacement. Worcester has 1,600 units under construction and the third fastest growing housing market in the country, and the Capes and colonials of MetroWest, the South Shore, and the North Shore are aging out at the same time.
