Roofing Contractor Software in Maine

Maine does not license or regulate contractors, and the Attorney General says so on its own consumer pages. What Maine does instead is write the contract. Under the Home Construction Contracts Act, any home construction or improvement job over $3,000 in labor and materials has to be in a written contract signed by both the roofer and the homeowner. The contract has to describe the work and the materials, estimate the cost, give the dates for starting and finishing, state the warranty, and name a way to settle a dispute. The down payment may not exceed one third of the contract price. A roofer who takes half down on a $20,000 roof has broken the law before the first shingle comes off, and the Attorney General publishes a model contract that meets every term.

A roof sold at the kitchen table also carries the door-to-door law's three business days to cancel after signing. Maine has no deductible statute of its own, so a roof on a claim runs on the general fraud and unfair trade practice laws.

Weather is the business, and Maine gets every kind. The ice storm of January 1998 is still the worst in the state's history, with 900,000 Mainers losing power at some point, three of every four people in the state, and 23 days to get the last of them back. The windstorm of December 18, 2023 put gusts of 60 miles an hour on the coast, left about 420,000 customers without power, just under half of Central Maine Power's territory, and killed two people. On January 13, 2024 the tide at Portland Harbor reached 14.57 feet and beat a record that had stood since the Blizzard of 1978, taking the fishing shacks at Willard Beach with it. Ice dams form on the state's roofs every winter, and Bangor's snow loads are a different design problem from Portland's.

The Uniform Building and Energy Code applies to every building in the state, and enforcement is mandatory in any town over 4,000 people, with the 2021 codes in force for every permit since April 7, 2025. The smaller towns can opt in, and many never have. Nearly a quarter of Maine's houses were built before 1940, twice the national share, so the work is replacement. The growth is in Greater Portland, where Gorham added 656 people in 2025, the largest gain of any town in the state, and Scarborough, Windham, and Westbrook are close behind.
