Louisiana runs one of the strictest contractor boards in the country, and roofing got stricter this year. Since January 1, 2026 anyone who bids on or works on any part of a roof on a house, at $7,500 or more, has to hold the State Licensing Board's Residential Roofing or Residential Construction classification. Residential roofing is its own classification with its own trade exam, on top of the business and law exam, a financial statement, $100,000 in general liability coverage, and proof of workers' comp. The tiers under it still apply to everything else. A home improvement registration starts at $7,500, and a residential license takes over above $50,000.

The claims law changed too. Since August 1, 2025 a roofer may not advertise, solicit, or provide claims handling or policy interpretation to a homeowner, contingency contracts included, and a public adjuster may not do the construction on a claim they handled. The roofer writes the scope and the price. The adjuster and the homeowner settle the claim.

Hurricanes are the business. Laura came ashore at Cameron on August 27, 2020 with 150 mile an hour winds, put 133 mile an hour gusts through Lake Charles and 115 mile an hour gusts 95 miles inland, and did $17.5 billion in damage in Louisiana. Ida came ashore at Port Fourchon on August 29, 2021 at the same strength and stripped roofs from Houma to LaPlace. The state's answer is the FORTIFIED roof. The Louisiana Fortify Homes Program pays grants of up to $10,000 to bring an existing roof up to that standard, state law requires insurers to discount for it, and every round of grants draws far more applications than it can fund.

The volume is in the suburbs of New Orleans, Baton Rouge, and Lafayette, on the North Shore in Covington and Mandeville, and in Ascension and Livingston parishes. Shreveport and Monroe are a different market with a different storm. Heat and humidity shorten the life of every shingle here, and algae streaks show up in a few years on any north slope.
