Roofing Contractor Software in Kentucky

Kentucky has no state license for roofers, so the cities do it. Louisville Metro licenses contractors through the metro government, with an occupational license number and proof of workers' comp, unemployment, and liability coverage behind it, and it wants a permit for every re-roof. Lexington registers contractors, with a general registration and a cheaper residential-only one. Outside the two big cities a roofer works on a business license and whatever the county building inspection program asks for.

What the state does regulate is the roofing contract, and it has since 2012. When a roof is being paid from an insurance claim, the homeowner can cancel before midnight of the fifth business day after the insurer says in writing that all or part of the claim is not covered, in any written form, by mail, by hand, or by email. The roofer may not take any payment during that window, except for emergency repairs already done. A roofer may not represent or negotiate the claim for the homeowner, may not damage a roof to grow the scope, may not pay or rebate any part of the deductible or the claim proceeds, and may not offer a gift, a bonus, or a referral fee worth more than $100. A roofer may not file a lien for anything over what the insurer paid. The home solicitation law adds three business days to cancel any sale made in the home.

The storms are the business. On December 10, 2021 an EF4 tornado ran 165 miles across western Kentucky through Mayfield, Princeton, and Dawson Springs, killed 57 people, and became the deadliest tornado in the state's history. The ice storm of January 2009 put up to two and a half inches of ice on the state, killed 35 people in Kentucky, and left more than 500,000 homes without power, 100,000 of them for more than a week. The floods of July 2022 damaged or destroyed nearly 9,000 homes in eastern Kentucky. Hail comes most springs in between.

Kentucky's residential code is one statewide code, mandatory everywhere, and no city or county may adopt another, so a re-roof is inspected the same way in Louisville and Bowling Green. The growth is in Oldham and Bullitt counties outside Louisville, in Georgetown, Nicholasville, and Richmond around Lexington, and in the Northern Kentucky suburbs of Cincinnati. Richmond has grown more than 15 percent since 2020, and the first shingles on all of that are aging out.
