Oregon sits in the ENERGY STAR Northern climate zone, where a window has to carry a U-factor of 0.22 or lower, and the state code sets its own floor at 0.27. The 2023 Oregon Residential Specialty Code requires every new window at U-0.27 or better in the base case, and its advanced envelope option, one of the additional measures a builder can pick, drops the windows to 0.21.
