Sussex is on the 2021 residential code and Kent and New Castle on the 2018, so a re-side is inspected to a different book on each side of a county line.
The growth is in Sussex County and in Middletown. The older frame houses in Wilmington, Newark, Dover, and Milford are where the full tear-offs are, with hardboard and wood under whatever went over it. The season runs from March into December, and vinyl gets brittle below freezing.
