Ida is the reason a New York gutter company talks about where the water goes. The remnants of the storm broke the city's record for rain in a single hour on September 1, 2021, and overwhelmed sewers built to take 1.75 inches an hour. It killed 13 people in New York City, 11 of them in basement apartments. A gutter does not stop that. On an ordinary storm it is the difference between water running off cleanly and water going down a foundation wall into a basement. New York houses have basements. Six-inch gutters and oversized downspouts are a normal spec. Downspout extensions are the first upsell in the trade and the one the customer thanks you for.

Ice does the winter damage. The lake-effect snow in Buffalo, Rochester, and Syracuse loads a gutter for months, and a gutter carrying an inch of ice in a January wind pulls hangers out of the fascia. Ice dams form above any poorly insulated ceiling, which on a 1950s Cape is most of them. Heavy-duty hangers spaced tight are a normal spec, and the guards that survive are the ones that stay put under ice. Sandy took gutters off the whole South Shore on October 29, 2012, and the blizzard of December 2022 buried Buffalo for six days.

New York's roofing contract law covers gutters and downspouts by name. A gutter company may not require a deposit for work or materials, and may invoice materials only on delivery with the cost disclosed in advance. On an insurance claim it may not advertise or promise to pay or rebate any part of the deductible. The homeowner can cancel within three business days after the insurer says in writing that all or part of the claim is not covered. Any contract over $500 is in writing with every early payment in escrow or under a bond.

The license comes from wherever the house is. New York City, Nassau, Suffolk, Westchester, Rockland, and Putnam license home improvement contractors, Buffalo licenses under its own ordinance, and the rural counties ask nothing. The oaks and maples fill gutters in a few weeks each fall from Long Island to the Finger Lakes, and the pines of the Adirondacks drop needles all year. Seamless aluminum in five and six inch K-style is nearly all of the residential work, formed on site from coil. The work runs from March into December.
