Ellicott City is the reason a Maryland gutter company talks about where the water goes. Six inches of rain fell in two hours on July 30, 2016 and sent six to eight feet of water down Main Street, and 9.71 inches fell on May 27, 2018 and sent more than ten. A gutter does not stop that.
