Illinois draws its contract line at $1,000, and a lot of gutter work lands on either side of it. A gutter repair or a short run on a small house comes in under, and the Home Repair and Remodeling Act does not require a written contract or the state pamphlet. A full replacement on a two-story house with guards comes in over, and then the contractor has to furnish a written contract stating the total cost, hand the homeowner the pamphlet called Home Repair: Know Your Consumer Rights, and get a signed acknowledgment before anyone signs the contract. A gutter company doing three houses a day needs both versions ready in the truck.
Hail is the reason a lot of gutter work exists in Illinois. Aluminum dents, and after a storm in central Illinois or the Chicago suburbs the dents along the front face of a gutter are among the first things an adjuster photographs.
